Man Arrested after Girls Report Being Bound with Duct Tape

Damian Kelley, 21, is charged with kidnapping and second and third degree battery.
LINCOLN, AR (KNWA) - A local man is jailed after two girls claim he pulled them into a ditch and bound them with duct tape. 

The girls, aged 9 and 15, made the claim Monday against Damian Kelley, 21.

Police say officers were called to 1217 Maple Lane in Lincoln in response to a person tying up a young girl. 

Police spoke with the 15-year-old, who said she and the younger girl had been put into a ditch by Kelley, who then put duct tape around their ankles and wrists. 

According to the victim, Kelley also put a sock inside her mouth and showed her a picture of someone performing oral sex on a man, telling her that's what he wanted her to do to him. 

The 9-year-old victim also told police Kelley put a sock in her mouth and covered her mouth with duct tape. She said she was able to free one of her hands and help free the older girl. During the ordeal, the younger girl's brother reportedly saw them in the ditch and they called out for him, but they say Kelley told them to stay put.

Police say the evidence found at the scene and the injuries on the two girls is consistent with their stories.

Kelley was arrested for kidnapping and second and third degree battery. He remains in the Washington County jail awaiting a Wednesday court appearance. No bail has been set.
