ELAINE, Ark. - In the East Arkansas town of Elaine, there are more birdhouses than people.
They fill the empty storefronts and hang from awnings in the town's downtown.
Pat Kienzle heads the project. The retired school counselor lives in Northwest Arkansas, but has been driving to Phillips County for nearly 20 years.
Kienzle is the director of the Lee Street Community Center and also helped secure grant money to open a civil rights park in October of 2016. Turning Point Park recognizes the deadly 1919 massacre that took place in Elaine.
